"This section is meant to clarify additional setback and standards for uses related to urban agriculture." Sec. 25. See also, Art. I, Sec 3: "Whereas, the council of the City of Knoxville deems it necessary to exercise the power so granted in order to encourage the most appropriate use of land; to maintain and stabilize the value of property; to secure safety from fire, flood, panic, and other hazards; to prevent undue concentration of population; and to create a comprehensive and stable pattern of land uses upon which to plan for transportation, water supply, sewerage, schools, parks, public utilities, and other facilities; to promote the health, safety, morals, convenience, order, prosperity and welfare of the present and future inhabitants."

Art. II

The ordinance includes responsibilities for the city building inspector, the planning commission, and the board of zoning appeals with regards to issuing building permits, reviewing applications, and hear and decide appeals, etc. Art VII, Sec 1.

"...penalties of a monetary fine not to exceed fifty dollars ($50.00) and the repayment of administrative costs incident to the correction of the municipal violation in the amount of two hundred fifty dollars ($250.00) and/or imprisonment not to exceed thirty (30) days, or both, for each separate offense." Art. VII, Sec. 8.
