These provisions relate to the administration of the City's P-Patch community garden program. The set out the Director of Neighborhood's duties with respect to administering the program and to lease or obtain access to land for use as "P-Patch community gardens or for similar open space use," with some limitations.
Director may waive or reduce fees for garden plots used by low-income persons or to benefit low-income persons, and for plots used by organizations dedicated to food bank gardening. § 3.35.060 (F).
"There is established a Department of Neighborhoods to provide community members and groups with coordinated, accessible, and effective tools and resources to: A. Identify and address their diverse character and needs; B. Participate in City government processes; C. Improve two-way communications with City departments; D. Build capacity and strengthen their communities; E. Resolve and respond to issues and challenges facing their communities; F. Communicate and collaborate with other local organizations and community groups; and G. Foster coordination and unity of purpose among local communities and City government." § 3.35.010.
The Director of Neighborhoods (Director) can establish and collect fees for use of P-Patch gardend plots, subject to guidelines provided in law. § 3.35.060. The Director also can act on City's behalf to lease property for use as P-Patch community gardens or similar uses, including managing the leases and negotiating terms for leases, easements and the like subject to limits described in the law. § 3.35.080.
Up to $2,00 per year for leases for "P-Patch community gardens or for similar open space use." § 3.35.080.
