This policy expressly allows operators of boarding houses to serve shared meals, but expressly prohibits community kitchens in rooming houses. The policy also sets very basic standards for community kitchens, when allowed, to include a certain amount of square feet per residence and one refrigerator per 12 residents, or one refrigerator per community kitchen when each residential unit contains a refrigerator.
This policy establishes standards for communal kitchens in rooming houses that are not operated as an integrated business with a licensed restaurant. Rooming houses are a form of multi-unit housing.
The purpose section states that the housing code is meant "to protect, preserve, and promote the physical and mental health and social well-being of the people." § 1.02.
The findings section declares that blighted housing "cause[s] a drain upon public revenue and impair[s] the economical exercise of government function." § 1.01.
Findings describe blighted buildings, their potential to detrimentally impact the "health, safety, morals, or welfare of the people of the Town of East Haven …[and] cause a drain upon public revenue," and declare that "the elimination of blighted premises and the prevention of occurrence of [same] in the future is in the best interests of the public." § 1.01.
The purpose of this policy is "to protect, preserve, and promote the physical and mental health and social well-being of the people, to prevent ...incidences of communicable diseases, to regulate ...dwellings for the purpose of maintaining adequate sanitation and public health, and to protect the safety of the people and to promote the general welfare ..." by establishing housing standards. § 1.02.

Sec. 10.01 states that a rooming house license is applied for through the Housing Code Committee and issued by the Code Enforcement Officer. § 10.01.
Violators are notified of noncompliance and, if conditions are not corrected in a timely manner, subject to a fine of $100, 30 days in jail, or both. §§ 12.01-.07 and § 17.01.
