This policy establishes adequate heating requirements for communal kitchens in rental housing. Rental housing is a very common form of multi-unit housing.
The law itself doesn't mention health, but the intent and purpose section lists among the housing code's purposes, "to protect, preserve, and promote the physical and mental health and social well-being of the people." § 6-153.
"[T]he purpose of this article is to protect, preserve, and promote the physical and mental health and social well-being of the people, to prevent and control the incidence of communicable diseases, to reduce environmental hazards to health, to regulate privately and publicly owned dwellings for the purpose of maintaining adequate sanitation and public health, and to protect the safety of the people and to promote the general welfare by legislation..." § 6-153.
