The City Manager will only enter into contracts that meet the nutritional standards set forth in this ordinance for adult meal provider contracts, food concessions, and vending machine contracts. § 2-799.
The city manager is explicitly authorized to ensure compliance with city-organized meals or events. § 2-801(b). Compliance with the rest of the policy is implied to be the city manager on behalf of the city. § 2-799(b) and (d).
