These provisions establish the City of Miami Gardens Healthy Procurement Program. Among other things, they set nutrition standards for city contracts with persons, organizations and entities providing meals at no cost to persons 60 years of age or older on property owned or leased by the city; for food and beverages provided for city meals or events; and for prepackaged food and all beverages sold in food concessions located on property owned or leased by the city.

The purpose for the article where these sections are codified is stated as follows: "For the city to function well, it is necessary that commodities and contractual services of suitable standards and in sufficient quantities be available as needed and that such items be purchased at the best prices available, consistent with city standards of service and quality. When purchasing commodities and contractual services, the city will not only attempt to follow sound and prudent business practices, but will also seek to promote the full and equitable economic participation of all segments of the community. It is, therefore, the purpose of this article to provide for the fair and equitable treatment of all persons involved in public purchasing by the city, to maximize the purchasing value of public funds in procurement, and to provide safeguards for maintaining a procurement system of quality and integrity." § 2-698.
