The main purpose of the community sustainability board (which runs the community garden program) is to help and promote local businesses, seek out new businesses, and otherwise help respond to concerns from local businesses.
Although it is not entitled "purpose" or "intent," section 78-108(b) and (c) describe the purpose of the community sustainability board is to advise the "governing body" "for the express purposes of pursuing new businesses and new business opportunities and assisting local businesses and business operations in enhancing and in solidifying their existing conditions and roles within the city and the business environment of the county." Section 78-113 further lays out its intent regarding community gardens: "The community sustainability board will facilitate the development and maintenance of a community garden program, the objective of which is to introduce residents of all ages to the fun and satisfaction of gardening while simultaneously creating a fresh supply of fruits and vegetables for the gardeners and their neighbors. The community sustainability board will encourage the education of participants in disciplines of agriculture, nutrition, botany and environmental science. The board will guide participants in learning skills to sustain their gardens and outdoor environment while supplementing their diets with nutritious food to sustain their person[al] well-being." § 78-113.
