This declaration of disaster and stay-at-home order permits "essential or low risk businesses" to continue operations as long as they adhere to social distancing protocols. Section 16(b) defines these businesses to include e.g., "social services and charitable organizations that provide food . . . for economically disadvantaged or otherwise vulnerable individuals;" businesses selling food, including farmers' markets; and schools providing free food services to students or the public on a pick-up and take-away basis. Section 16(c) defines "essential travel" that is allowed under the stay-at-home order to include, e.g., "travel to or from education institutions . . . for receiving meals" provided that there is compliance with social distancing requirements.
