Although not labeled as an "intent" section, several intentions are set forth in sections 1.3.1 through 1.3.15 including the statement that "[t[he regulations of this Code are intended to implement the City of Arvada Comprehensive Plan, as amended, and more specifically are intended to: 1.3.1. Promote the public health, safety, convenience, comfort, prosperity, and general welfare." § 1.3.1.
