Lists promoting urban agriculture as a purported purpose/intent of the county development code. This provision outlines the purpose of the county comprehensive plan to allow conservation efforts, quality housing, and to support walkable transportation.
Schools (§ P.10), multi-family development(§ P.50)
"promote the public health, safety " (§ 1.2.10); "Promote the Health Benefits of Pedestrian-Oriented Places including safe routes for walking, bicycling and other exercise" (§ 1.2.10-C.4).
"Promote Green and Sustainable Development through carbon footprint reduction, water conservation and reuse, energy conservation, renewable energy use, recycling and waste reduction, vegetation, urban agriculture, and hazard-resilient development" (§ 1.2.10 (A)(7)); "Conserve and Protect the County's Natural Resource" (§ 1.2.10 (A)(5)); "Environmental Justice and Equity" (§ 1.2.10 (B)(2)).
"Encourage and Grow Local Business activity" (§ 1.2.10 (D)(3)).
Although not labeled "findings," similar langugage is inlcuded in the Development Code's Preamble, including: "Over the last 10 years, through various regional and comprehensive plans, Beaufort County and its municipalities have recognized the importance of promoting walkable, mixed-use communities" (§ P.10); and "Historic places in Beaufort County were, by default, compact, walkable, and based on the pedestrian shed, with interconnected networks of streets and blocks, and surrounded by rural and natural lands. Beginning in the 1960s, suburban development patterns were introduced that were auto-oriented in nature. Today the landscape of the County includes natural, rural, urban, and suburban places."(§ P.20)
This provision is a "Purpose and Intent Section." It provides, in part, that "[t]he purpose and intent of this Development Code is to guide development in accordance with the existing and future needs of the County and its Comprehensive Plan, and to promote the public health, safety, order, appearance, prosperity, and general welfare of the landowners and residents of the County, and other members of the public. The purpose and intent of this Development Code is more specifically to: A. In general and throughout the County... 7. Promote Green and Sustainable Development through carbon footprint reduction, water conservation and reuse, energy conservation, renewable energy use, recycling and waste reduction, vegetation, urban agriculture, and hazard-resilient development....B. Within rural areas...3.... Preserve agriculture and open space by clearly defining the boundary between rural and urban. 4. Foster and Support Agricultural Activities."
