Section 9 of this executive order prevents any person or business from engaging in "price gouging" during the period covered by the order. Price gouging includes selling any goods or service, e.g. "groceries" or "restaurant, cafeteria, and boarding-house meals," for more than the regular retail price that seller sold the goods or service at on March 19, 2020, unless the increased price results from documented cost increases.
