This set of emergency regulations for the City of Dallas adopts and applies to the city provisions of a county stay at home order (§ 1), which require businesses, except "Essential Businesses," to cease all activities (Dallas County, Texas, Amended Order of County Judge Clay Jenkins (Mar. 23, 2020), §1(b)). Essential businesses are defined to include food cultivation--including farming, fishing, and livestock--and farmers' markets (Dallas County, Texas, Amended Order of County Judge Clay Jenkins (Mar. 23, 2020) § 2(b)(iv)). They are also defined to include those businesses that provide services, like food, to economically disadvantaged groups (Dallas County, Texas, Amended Order of County Judge Clay Jenkins (Mar. 23, 2020) § 2(b)(v)).
