The provisions of this chapter shall not affect the right of any person to sell or otherwise dispose of solid waste material as provided in the Code of Virginia Code, § 15.2-933, nor permitted under any other law of the Commonwealth of Virginia." § 34-2.

Violators are subject to a fine of $100 for first violation, $150 for subsequent violations (up to $3,000 in total fines for all violations arising out of the same set of facts). § 34-9(c).
