This policy requires single room occupancy boarding homes, housing 5 to 15 guests or residents, to provide cooking facilities in individual units or in a community kitchen. This policy establishes standards for the provison of cooking facilities in single room occupancy hotels and boarding homes. Boarding homes are a form of multi-unit housing.
The purpose section of the article states "health and welfare" as one of the goals of the policy. § 15-2701.
"The purpose of this article is to establish standards for specific uses and activities that are permitted or conditionally permitted in some or all districts. These provisions are supplemental standards and requirements to minimize the impacts of these uses and activities on surrounding properties and to protect the health, safety, and welfare of their occupants and of the general public." § 15-2701.
