This provision sets use and development standards for the community's "Retirement Community 2 (RC-2)" zoning district. Among other things, it requires developments to be pedestrian-oriented and allows community gardens as a permitted accessory use.
Use criteria specify that households must have at least one household member who is at least 62 years of age and a combined household income at or below 60 percent of the area median income (AMI) for the Philadelphia Metropolitan Statistical Area; or income that is determined to be "Very Low Income" or "Extremely Low Income" "as adjusted," as defined by the United States Department of Housing and Urban Development. § 240-1935.1(C)(5). The law includes language requiring pedestrian-oriented settings and allowing for medical facilities and outdoor recreation. § 240-1935.1(H),(I).
"The purpose of the RC-2 use is: (1) To provide affordable housing for persons at least 62 years of age; (2) To provide for additional housing opportunities and choices for Kennett Township residents, especially those who wish to remain within the community; (3) To compliment the rural character of Kennett Township through the creation of a campus-style community on tracts of ten acres and greater; and (4) To promote a pedestrian oriented setting on tracts of six acres and greater." § 240-1935.1(B).
