Policy Summary

This law prohibits a "person" from engaging in "profiteering" through sale of merchandise--including, among other things, water and food--at an excessive price during an emergency as declared by the mayor or city council. For purposes of the law a person is an "individual, organization, group, association, or partnership," except "a retail business that was operating prior to the emergency being declared." "Profiteering" means "requesting or charging an excessive price for merchandise to people within the city." The law includes enforcement and penalty provisions at § 9.50.030.
