This stay-at-home order requiring the closure of nonessential businesses exempts charitable organizations and social services that provide food, including food banks, for economically disadvantaged or special populations, individuals who need assistance as a result of this emergency, and people with disabilities (§ 3(f)). This section also recognizes that these organizations have a special responsibility to implement and follow social distancing guidelines, including stopping in-person retail operation.
