The statement of policy on minimum housing standards declares there are "numerous dwellings and dwelling premises which are substandard" and pose risks of "illness, disease, fire, accidents and other calamities..." and that "establishment and enforcement of minimum standards for dwellings ...is essential to the protection of the public health, safety, morals and general welfare." § 34-22.

The Director of the Division of Minimum Housing Standards is charged with establishing and enforcing minimum housing standards (§ 34-42, § 34-22) and empowered to adopt rules and regualtions necessary "to interpret and to secure the intent of this article." § 34-43.
