There are general and specific findings for various subject areas of the Land Development Code at sections 1.02.01 and 1.02.02. Among other things, this language is included: "Controlling the location, design and construction of development within the City is necessary to maintain and improve the quality of life in the City..." Although not labeled purpose, or intent the first sentence of the provision indicates a purpose ("The (G) Government Zoning District recognizes the importance for the city to provide high quality services to its residents"). §7.14.00.

Implementation detail are slim, but the law provides that "the city council may prescribe conditions on permitted uses to alleviate any obvious or perceived hardships on affected property owners." § 7.14.02.
