When any minimum water or sewer rent bill remains unpaid for 30 days after the bill is rendered, there shall be charged as a penalty a sum equal to 1% of the bill for each month during the calendar year in which the bill remains unpaid, and after the expiration of the calendar year in which the bill is rendered it shall bear interest at the rate of 1/2 of 1% per month until paid. § 19-1606.
