Provides a regulatory framework for the licensing of mobile food units (called Special Food Service Facility - Mobile Unit) that only sell food at Food Truck Hubs (as defined at §5-189.1(a) in the Prince George's County Code) or at special events, fairs, or festivals. These mobile units do not have to pay a licensing fee. The law establishes an insurance requirement, safety and sanitation requirements, creates a process for suspension/revocation of license, and creates an appeals process.

"The purpose and intent of this legislation is to provide a regulatory framework for the licensing of a Special Food Service Facility...The provisions of this law are in response to the need to encourage economic development, increase public access to healthy food options, minimize or eliminate food deserts in underserved areas of the County, and promote innovative entrepreneurship and revitalization in furtherance of the public safety, health and welfare of the citizens and residents of Prince George's County." §5-2801.
