These provisions establish a "City Market" and set forth standards for the same. Among them are the requirement that market use by vendors shall be provided "on terms of equality and without discrimination."

Also articulates that service animal which aid "persons who are totally or partially blind or deaf or have physical or sensory disabilities" may be permitted on the market grounds "when such animals are properly harnessed or leashed so that the person aided by the service animal may maintain control ofthe animal." § 11.20.

The director of the department of planning and economic development may promulgate and post rules. § 11.01. Market director also has implementation duties, including posting of hours and days of operation, reviewing applications for producer's certificates, promulgation of certain traffic rules, and granting applications for market stalls. §§ 11.02, .03, .05, 11.06.
"Every person who shall resist said market director in the lawful discharge of the several duties imposed upon him by the rules and regulations of said market and by this chapter shall be guilty of a misdemeanor." § 11.16.
Law requires city to use a designated parcel of land for the market. § 11.01.
