Item 6 proclaims, orders, and resolves that the excessive price gouging and increase prohibitions of section 5-19.01 et seq. of the Thousand Oaks Municipal Code, are activated and shall be vigorously enforced. The activated provisions bar increased prices, sales of, and offers to sell any emergency items, including "food" or "drink," or "emergency services" for a price which is more than ten (10%) percent greater than the price charged by such person or business for said emergency items or services immediately prior to the proclamation of the local emergency, unless said person can prove that the excess was directly attributable to additional costs imposed by the supplier of the emergency items, or resulting from increased cost of labor and/or cost of materials used to provide the emergency service."
